How long does someone legally have to clear the snow from their sidewalk?

It has been three days since a snow storm, and my lazy neighbor (who owns a corner house) hasn’t touched the long stretch of snow that is now glazed over with ice. It is dangerous, and I have to go in the street to walk my dog. I know this probally varies in different towns, but is there a legal requirement in yours? What happens if they don’t shovel their snow?
