How do you trim snow crab roots?

I have a tree called a snow crab in my front yard. Weed-like “shoots” are growing excessively around the base of the tree and around it in large, tight clumps. They are even coming up through the grass. I think they are roots with growth surfacing. I dont know how to get rid of them without killing the tree. Any suggestions would be appreciated.
